Short description of error

The alt key's state is always down when using the alt-tab to switch from another windows

Exact steps for others to reproduce the error

Open Blender
Switch to another app on Windows
Press "alt" then "tab" to bring the windows switcher
Do not release the keys and keep pressing "tab" until the Blender window is selected (sometimes you might need to tab key couple times to flow through open windows)
Once the Blender window is selected and active , let "alt" key go
The alt key is stuck, when you press middle click to navigate it will snap to the ortho views.

I am not sure if this is related to that report. The alt key is stuck when I change to Blender. I can't know what is stuck or not when I am not using Blender.

It makes it very hard to work in a multi app environment which I believe something most people have to deal with. Blender is the only app that I know that is affected by, I use other apps that rely on modifier keys and I do not have this issue at this frequency and severity. In fact, I never have the issue with those app like Photoshop, Krita, Maya etc

He labeled the bug such that it makes it look like the key is stuck while the app is not in use which makes no sense.

My gut feeling is that this passing of modifier status to the new window should only happen if there is also a mouse button depressed? That way it would work for activating a window with a shift- or ctrl- mouse click, but would not interfere with keyboard methods of activating the window?

I am using Window 10. @iss - you confirmed, was that on 10 or 11?

@kursadk - could you review your instructions, try again, with an aim to seeing if there are specific timings or any other details that might be missing that can help recreate?
