Short description of error
Outliner does not properly show Collections created by Menu action, or Cntl-G hotkey.
Exact steps for others to reproduce the error
The collection was created, the selected objects were linked to it, but the collection itself was not linked to the scene.
Note that after the "Groups" DataBlock was removed, the operators that previously worked with "Groups" were converted to use Collections instead.
As collections also work like Groups, their use is not so intuitive for some.
If you prefer, you can use the
Move to Collection
operator, which has the option of creating a collection and automatically linking it to the scene.You can see more details about collections at:

Does the user expect a collection that isn't linked to the scene...?
Note that after the "Groups" DataBlock was removed, the operators that previously worked with "Groups" were converted to use Collections instead.
But the UI needs to take this into account. If the code removed "cubes" from existence and replaced them all with "spheres" - I would still expect to see the spheres appear in the Outliner.

It's not intuitive due to the way it's been designed. Blender is creating some "virtual collection", but not displaying it/attaching it to the scene for reasons that elude me.
If you prefer, you can use the Move to Collection operator, which has the option of creating a collection and automatically linking it to the scene.
So, use the Move to Collection command to create a group of selected objects (which creates a group, ), not Create Group (tooltip in blender: create an object collection from the selected objects).
I'm sorry - i (suppose, for the sake of theory) understand why you aren't qualifying this as a "bug" - as apparently the design is completely intentional, but it falls into a category of "what?" The user shouldn't have to concern themselves with learning about "removed datablocks" that were in a previous version of Blender that they've never even used.
I understand that it may not seem ideal, but this is designed that way and is not considered a bug.
