System Information
Operating system: Windows 10 Home 64-bit
Graphics card: Integrated - Intel 630HD Graphics, second one - Radeon RX580 Series

Blender Version
Broken: 3.4
Worked: 3.2

Description:
I was using Blender 3.2 and it was working fine until one night session when title erorr pop up. Blender was working on Intel card which is supporting OpenGL 4.6 so there should't be an issue. I've tried to install newest drivers and also tried the older ones and it's still isn't working. IMPORTANT - I've reconnected video cables (I've got VGA connection) and it worked somehow but now it isn't working again. I tried to run it on Radeon but nothing changed. Also I've treid downloading file openGL32.dll but it's working terrible. I don't know if problem is in Drivers or computer.

I do not have multimonitor setup BUT sometimes I'm using Graphic Tablet which is connected to HDMI port.

Fun fact from the last 2 minutes: I've connected my graphic tablet to HDMI port and Blender magiclly started to work.

In case of such setup, connecting display devices to same graphics card will likely to solve the issue: #62651

I'm using tower PC, not laptop but yes, when I disconnecting tablet error is showing up again.

Please open Blender's installation directory and double click on the blender_debug_gpu.cmd. This will start Blender in debug mode and create log files. Try to reproduce the
error again. Once it crashes or you close Blender manually the Windows Explorer should open and show you up to two files, a debug log and the system information. Add them
to your bug report by clicking on the upload button as shown in the screenshot below or via drag and drop. Please also upload the crash log located in C:\Users\[your username]\AppData\Local\Temp\[project name].crash.txt (or simply type %TEMP% into the path bar of the Windows Explorer).2019_12_04_upload_icon_developer_blender_org.png

The message you included in this report:

In a nutshell the Windows operating system's OpenGL implementation only allows a single card to provide accelerated services, with any other video card only using a software-only driver. It is possible that a future Vulcan subsystem will be a bit more configurable, but the current Windows OpenGL implementation is not very.

In your case I am assuming that you want to use the Radeon RX580. Whether you have one monitor or more you'll need to plug them all into that card.
