Operating system: Fedora 37
Graphics card: RX 5700 XT

xorg-x11-drv-amdgpu 23.0.0
mesa 23.0.2
running on wayland (edit: also happens on x11, not just as quickly) and kde plasma

Blender Version
Broken: 3.5.0 from dnf
Worked: 3.5.0 from dnf
tested also 3.4.0 from steam, same issue, and built 3.6.0 from source, still happening.

Short description of error
Almost the whole system hangs immediately when scaling and the mouse hits the edge of the window.
Cursor does not move, then the screen goes blank. Audio keeps playing normally.
Soon the screen might come back, but with small random colored dots and frozen.

Exact steps for others to reproduce the error
From the default blender scene scale the cube with S and hit the edge of the screen with the cursor.

Downgrading the installed mesa packages to 22.2.2 from 23.0.2 seems to have fixed this issue. It has to be a mesa bug then, will report over there too. Closing the issue now.
