Exact steps for others to reproduce the error
Download the latest blender (at the time, 3.5.1), and enable HIP in the preferences system tab. Whats puzzling to me is that it works in the blender-softwaregl binary. Not the blender binary.

i am aware that there are two other issues similar, #102018 and #102158

Please provide ROCm version and installation method/source (you can edit your report). Without it it's impossible to tell if you are using drivers where this issue was patched.
Also your LLVM version is older than mine was when I reported the same issue. Just FYI.

Yeah i saw the issue. So its most likely an outdated LLVM? Im going to try to switch to unstable repo and install LLVm 15.0.7.

EDIT: this semeed to fix the original error. Now its saying that HIP hipGetDeviceCount: No HIP-capable device available. Im aware that AMD Radeon RX 5600 XT isn't officially supported, but has worked on other operating systems. settings HSA_OVERRIDE_GFX_VERSION=10.3.0 usually fixes this.
