(Fresh and 'unactivated') Windows 10 version turns Blender's default instructions for manually recovering startup and preferences files useless #108061

Short description of error
Without being able to find the secret Blender path for manually copy-pasting my previous startup and preferences files, as this folder is simply absent in the installations I've made, I've run out of options to recover my statup and preferences data.
The "Blender Foundation" folder doesn't even show (and it certainly isn't invisible) in the expected secret directory path it should be in Windows according to the web instructions. My Windows 10 (it's a fresh, unactivated version) is in Portuguese, but it shouldn't matter; this is the path I can navigate and access, but I cannot find any Blender related folder in there: "C:\Usuários\Usuario\AppData\Roaming".
I've tried 2 different Blender installation of the same version: 1) from direct download file of blender.org; 2) from Microsoft Store -which is seems to be even worse installation since Blender folder doesn't even show at the conventional Program Files directory which is not even at any secret place.
Curiously enough, Mozilla Firefox and Discord, which I've had installed in this Windows 10, do show in that exact AppData folder; so there is no logical reason Blender shouldn't; so it's something about Blender installation in Windows 10 or at least in Windows 10 in these conditions. Please, help.

Turns out I did a search for "Blender Foundation" in Windows Explorer and was able to find a folder in a complicated --but more or less similar-- directory, that I was able to copy-paste in there my startup and preferences (userpref) files and now it looks like it works.

This is the directory:

C:\Users\Usuario\AppData\Local\Packages\BlenderFoundation.Blender3.3LTS_ppwjx1n5r4v9t\LocalCache\Roaming\Blender Foundation\Blender\3.3\config

Why all this doesn't seem coherent with the web instructions should be something to investigate perhaps.

That directory location is created on-demand. It will be created as-needed if you either save a new start-up file, save user preferences, or attempt to activate/install an addon. Until that point there's no files there so it's expected to not be present right after installation.

In the manual we see:

For installations from the Window’s Store, the USER and SYSTEM directories are inside a special folder resembling: %USERPROFILE%\AppData\Local\Packages\BlenderFoundation.Blender\LocalCache\Roaming\Blender Foundation\Blender where “HASH” is a string specific to each installation.

Therefore there is no bug, error or lack of information in the manual.
