Short description of error
Snapping Face nearest does not work with Align rotation to target.

Exact steps for others to reproduce the error

  1. Based on the default startup.
  2. Create a cone.
  3. Turn on snapping function set it to Face nearest or Volume.
  4. Trigger on Align rotation to target.
  5. Drag the cone to snap the default cube . It will only snap the position , rotation snap align is ignored.

Face Nearest is not a snap mode like the others.
This mode works on individual elements and is not feasible to support normal alignment.
Because of this difference Face Nearest was separated from the others in Blender 4.0 (See #108555).

Volume supports normal alignment but the normal of a volume is defined as (0.0, 0.0, 1.0) and always points up.

So thanks for the report, but these issues are not currently considered bugs.
It's not something that can be fixed but at least clarified through the UI.
