Short description of error
Blender starts on wrong monitor

Exact steps for others to reproduce the error
I already fixed this for myself, though the solution is not one I'm happy with so I hope y'all can still work on fixing it actually.

Basically I have a 3 monitor setup. 1 x 27 inch 16:9 (Monitor 1 in Nvidia Control Panel), 1 x 32 inch 21:9 (Monitor 2 in Nvidia Control Panel) and 1 x a drawing tablet (Monitor 3 in Nvidia Control Panel).

If I have my monitors setup in Nvidia Control Panel like I have them irl, so Monitor 1 on my left, Monitor 2 (Primary Display) in front of me and my drawing tablet below that since that's also in front of me though closer, Blender will ALWAYS (without fail) start on Monitor 3, my drawing tablet. This is exceptionally frustrating as I don't have my drawing tablet in front of me at all times, it's often off to the side, powered off. Meaning I have to move it in front of me, wait for it to turn on, drag Blender back to my main screen and move the tablet back to its resting position.

Now I did some digging online as I have worked in IT for 13+ years and am pretty versed in these, so I applied some of the solutions that were offered in other threads with similar issues, such as resetting the default settings, removing the files in the AppData folder for Blender, closing Blender specifically on my main monitor etc. This all did not work.

Now one thread had someone mention that it occurred to them specifically when they had their monitors setup a certain way in Nvidia Control Panel, so since that was easy to change for me, I just moved the drawing tablet (again, Monitor 3) to the side of Monitor 2 in the Control Panel

And guess what? Blender now opens on my main monitor (Monitor 2), even if I closed it on Monitor 3.

Thing is, this issue was already mentioned in issue #70313, regarding Blender 2.79. It was said in that thread that this was "fixed" and that Blender would now always start on the Monitor that it was closed on regardless of things like DPI, and in the exact location it was closed even. But that clearly isn't true considering what I experience with Blender 3.4.1, and that issue feedback was from 3 years ago

Now, I have a workaround now, so I can go on with my work at least, but I did want to at least create a bug report about it since this is such a long-running issue, considering the issue thread I mentioned is the one that also spoke about the Nvidia Control Panel and positioning of the monitors on top of each other. Clearly there's something with stacking monitors in Nvidia Control Panel (maybe also with AMD, idk) that causes issues with Blender not knowing which Monitor to start on, as if Monitor 3 is suddenly the Primary Display due to it being below the actual Primary Display?

You can set where blender starts and what window size it will be. Just set up your window as you want is to be, then click on File > Defaults > Save Startup File. There are some limitations, like window can't be on 2 displays at once, it can't be larger than the display and perhaps some more.
