Worked: as far as I can tell, never. but then again all I've ever had is 3.5.1 (which I believe is currently the newest)
Short description of error
Knife won't cut after I apply modifier mirror.
Exact steps for others to reproduce the error
apply mirror modifier.
in edit mode use knife to cut from one edge to the other (edge from edge works every time. the middle works 99.9 precent of the time).
P.S. I'm attaching a blender file at the bottom. you only need to do steps 1-2.

Seems a long standing issue. I can even repro it in 2.83
Unsure if anyone reported this issue before (I could not find at least).

Your file has overlapping geometry, just remove doubles with
Mesh
>Cleanup
>Merge By Distance
.After that, the Knife tool should behave without issues, no?
@lichtwerk , I was able to repro from scratch.
Found that I had two axes enabled (X, Y) before applying the modifier which causes the issue.
