The UV Align Rotation tool scales the UV map if the image is not square.
Exact steps for others to reproduce the error
Open this blend file and repeat the steps from the video:
Confirmed in debugger, looks like we need a "Correct Aspect" flag in the UV rotation tool, perhaps some of the others through here as well.
