Behavior changed in dfe7b839bc

Short description of error
Cycles for 3.6 renders bump maps stronger than 3.5 render.
Eevee's render has not different at least in the attached file.

Exact steps for others to reproduce the error

  1. Download the uploaded blend fille below
  2. Load and render it with both Blender 3.5 and 3.6.

Yes, this behavior is intentional. We try to adjust the shading normal slightly if the reflection might go under the surface, so that the result does not get overly dark, but sometimes people do want a pronounced tilt of normal, our trick shouldn't be applied in that case. dfe7b839bc is kind of a temp fix, it was not ideal but also no time to find a better solution.
Currently in Cycles the normal lifting trick is only applied on glossy surfaces, as far as I know this behavior matches EEVEE.

At least in this case, cycles matches eevee in that regard, yes (which was not the case before dfe7b839bc).
