System Information
Operating system: Windows 10 20H2 (19042.746)
Graphics card: MSI NVIDIA GeForce RTX 3090 Ti SUPRIM 24G

Blender Version
Broken: version: 3.6.0, branch: blender-v3.6-release, commit date: 2023-06-27 08:08, hash: c7fc78b81e, type: release

Short description of error
When keymap set to "Industry Compatible" mode user binds added for Timeline window that use Alt+MouseWheel or Ctrl+MouseWheel - do not work.
The same binds work at keymap "Blender".

Exact steps for others to reproduce the error

  1. Edit\Preferences\Keymap: switch to "Industry Compatible" mode
  2. Under the "Frame" line add new binds:
    ALT+WHEELDOWN: screen.frame_offset Delta 1
    ALT+WHEELUP: screen.frame_offset Delta -1
  3. Move mouse cursor to the Timeline window and try to use alt+mouse wheel down or up.
Blender should perform one frame forward or backward in animation.

Hi, thanks for the report. I can confirm but not a bug.
frame offset do not work due to conflicting key preferences with zoom in/out
Workaround is to disable them, see: image
