Short description of error
Snap to Grid does not snap to grid while scaling and user changes the number of minor grid segments, It works for Transformation and not sure about Rotation.

Resize's incremental snap is unrelated to the Grid. It is just hardcoded to
0.1
BU increments.The feature "Absolute Grid Snap" is old and implemented to only work with the Move operation.
There are plans to make this feature more generic (see Snap to Grid related points in #73993), but the fact that it doesn't work with operators other than Move is not considered a bug.
However, this hardcoded
0.1
value could be more flexible. I don't see a problem if we multiply it by the Unit Scale Value.But it may be necessary to see how this would affect other units like Imperial for example.
I just tested it and I noticed that it doesn't have much advantage to make the scale's incremental value proportional to the Unit Scale.
This would not cause the behavior to be as expected in the video.
In fact the scale increments have nothing to do with the units, it's just a factor.
So I'm closing this report.
The described behavior cannot be implemented without following the proposals in #73993 (Which redoes the snap to Grid)
