Short description of error
The use_smooth_stroke operator has two different names. The prop in the UI says Stabilize Stroke, and the tooltip says Smooth stroke. When taking the operator name into account, then we have even three names for the same tool. But at least the prop name should fit to the tooltip name.

Exact steps for others to reproduce the error
Enter Vertex Paint mode, in the Tool tab of the sidebar open ul the Stroke panel, and scroll down to the Stabilize Stroke subpanel.

This is not an operator, it is a property and a panel.

It is not uncommon to have the UI overwritten, so unlikely this will be considered a bug.

@pablovazquez : feel free to close this one ("fix" would be a one-liner, but then again, we do this all over the place...)

I agree it's a bit confusing now because the operator name (and API) calls it "smooth". We should unify this concept and go with one term.

To me the most clear and easy to understand is the term "Stabilize", since "smooth" is too broad and can mean something completely different in different modes (Sculpt, Grease Pencil Edit mode, etc).

+1 to rename all uses of "Smooth" to "Stabilize". When referring to the stabilization while drawing/sculpting/painting.

There are uses of "Smooth" that refer to the position of vertices/points and that's fine, for example:
