Short description of error
whenever I tried to resize the "Blender preferences" window the entire window is vibrating

Exact steps for others to reproduce the error
1.Open a new blend file
2.Click on Edit menu.
3. select Preferences (the last option under edit menu)
4. Blender preferences Window will appear
5. Resize the window vertically

while doing so the entire window will vibrate.

[Based on the default startup or an attached .blend file (as simple as possible)]

Can you make screen recording? I can reproduce 1px oscilation in experimental tab but not sure if this is what you mean in this report.

That is interesting. Can you click on Help > Save System Info and upload saved file? Also check if this happens with alpha build from https://builder.blender.org/download/daily/

I'm getting the same problem, except it is both the Pref's window and the Main window.
Does NOT happen when resizing the RIGHT window-edge, but does happen for TOP, BOTTOM, LEFT, and CORNERS.

maybe I misunderstand the problem. but the right side resize definitely is much smoother than the others. To be honest, I don't spend a lot of time resizing the windows, so I've never noticed this to be a hindrance.

@iss I have attached my system info from both the blender version's (3.6.2 & 4.0alpha)

and I checked with daily build as well, the problem exists there as well

@shannonz This seems to be different issue. If you look into system info file, Blender is using your integrated GPU for UI. You may want to change it, if you experience other more significant glitches.

@V.SRI-GOKUL-NATH I don't see anything out of ordinary in sys info file, but there are some addons I am not familiar with. Can you check if this happens when you run file blender_factory_startup.cmd from daily build?

@iss I checked in daily builds with defaults addons, as well as no addon's , the problem is still exists, the only difference I noticed is that the oscillation pattern differs between the default addons and no addons, but however the oscillation is still there in both the case.

@iss the system-info.txt files I sent were all issued from blender instances started with command-line flag --factory-startup. That may be why it defaulted back to integrated GPU. I did --factory-startup to remove addon suspects.

(1) I just tried again, WITHOUT --factory-startup. Problem is as described (vibrating redraw of window during resize). At the same time I double-checked in user preferences: it was set to using Nvidia RTX 2060 + Optix.

(2) I just tried yet again, WITH --factory-startup. I checked User-Prefs to ensure setting to Nvidia RTX 2060 + Optix. Problem is as described (vibrating redraw). Will now upload newer system-info.txt: (see below)

(3) I just tried a 3rd time, with the "prime-run" script prefix (recommended by Manjaro Linux for hybrid (dual-gpu) systems to force using the discrete GPU (nvidia)) + --factory-startup flag. I still get the vibrating window effect. I had stopped using a default prime-run, because blenders 3.3 ... 3.6 had been giving me micro-hangs in the GUI (lasting 0.5 - 2.0 seconds).
((( I had previously reported this bug... but then closed it as maybe due to my libraries somehow. Since then I've completely re-installed the operating system, but stopped using "prime-run" by default, and that seemed to clear the micro-hangs. The blender window gui was being drawn by the integrated GPU, but rendering was happening through the discrete Nvidia. )))

@V.SRI-GOKUL-NATH That's strange, but the issue itself is strange.

I can ask you to do one more check, otherwise I am out of ideas:
Download mesa3d-21.3.5-release-msvc.7z from github.com/pal1000/mesa-dist-win/releases/tag/21.3.5, extract files opengl32.dll, libglapi.dll and libgallium_wgl.dll to folder next to blender.exe.
This will enable opengl emulation, which will be slow for modelling, but should be fast enough for UI. If this works correctly, this means that issue is within GPU driver.

@shannonz Blender UI will use integrated GPU in your case regardless of what you choose in preferences. You have to modify X server configuration (or how it works in Linux these days)

That's very interesting. I am thinking, that this could perhaps be some kind of DPI mismatch issue. Do you have multiple monitors?

I don't have any good ideas....

I tried this on multiple monitors with varying scale and DPI and I can't see the same problem; resizing of the Preferences window as shown in the video is rock solid for me. I tried extracting the frames of the video to see if that would offer some clues but FFMPEG stopped after the first 25. And VLC won't allow stepping frame by frame through it. A screen capture video, rather than a video of the screen, might help a bit.

I am curious about the screen details. The font looks more full than I would expect from the screen of a laptop and blender resolution at 1.0. So guessing this is on a secondary monitor with high resolution? What is the OS scale setting for that monitor? What is the Blender scale?

That is very similar to my setup. Can you check if this issue was introduced in any previous version? You can download these from https://www.blender.org/download/previous-versions/

I can confirm in 3.0 - 4.0, somehow never noticed this before :)
Tried with iGPU (AMD) and dedicated NVIDIA GPU, problem is only visible on NVIDIA for me.
