Even changing the value of the seed, the position of the children's hair still remains the same.

Looks like you have to enable Random Order for this to be effective.
(other than that, the seed only seems to be effective in Kink Spiral?)

The code here is not fun to look at, the particle system is EOL, I would not hold my breath for a fix here...

I will confirm it though, since even if this is intended somehow, it is not communicated to the user in any way, nor is it documented.

I find that the new hair system based on the geometry node is hard to use - because it is more difficult to learn and consumes longer time to produce a good result. For example, the geometry node modifiers have to be put in a particular order in order to work.

In contrast, the old particle system is more intuitive and straightforward. Users can start to produce hairs right out of the box. For making simple eyelash like this, using geometry node is an over-kill. It is sad to see that the old system is EOL.
