Here things start to get a bit complicated:
Worked: 7c57eb42d7
Then broken [state 1]: fca8df9415 (bisected bad commit to 618f39fca2 )
Then broken [state 2]: 963c0ed5e7 (bisected change in behavior to 9173c142d6 (and double checked that for good measure))
Then broken [state 1]: 8094309474 (bisected change in behavior to e7df63ca72, which reverts 9173c142d6 )
Provided worked/broken hashes are builds done by buildbot.

Short description of error
Correct state should be:

Click dragging from empty space starts box select
Click dragging selected strips moves whole selection
Click dragging unselected strip deselects all, selects clicked strip and moves it

Borken state 1 is:

Box select does not work
Click dragging unselected strip works correctly

Broken state 2 is:

Box select works correctly
Click dragging unselected strip does not alter existing selection and moves selected strips

Note:
During testing I was quite confused what is happening and I consider all my memories invalid. But it is possible, that the behavior may switch from broken state 1 to state 2.

Exact steps for others to reproduce the error
Open attached file and try to box select some strips
Then move one unselected without selecting it first.
