Some bpy Python modules don't have module attributes #112788

Short description of error
I understand that by design (or at least it's understood) some functionality in the Blender bpy api is masquerading as modules when they are not actually modules such as bpy.app.translations and bpy.app.handlers. The problem is not that they are or are not true modules only that I would like them to have the expected attributes for introspection like other modules. At a minimum the __name__ attribute would be greatly appreciated.

Exact steps for others to reproduce the error

from types import ModuleType
import importlib

# import like this implies that `bpy.app.translations` is a module
from bpy.app.translations import locale
