Short description of error
Axis constraint in node editors is broken since the addition of "navigate while transforming"
Exact steps for others to reproduce the error
Start moving any node in any node editor, and try constraining the node transformation to the X or Y axis by middle-clicking. In 4.0 this has no effect. Just like its viewport counterpart, the transform operator now requires holding alt to constrain the node transformation to an axis, although it should not be necessary because "navigate while transforming" is not possible at all in node editors.

To me it seems to be mainly a consistency problem.
"navigate while transforming" is supposed to only affect the 3D View (for now). If it affected the node editor this is probably a bug.

I didn't realize it was a change in the keymap.
Although navigation while transforming is not supported outside of the 3D view, changing the keymap is expected since all editors share the same transform operator.
Unfortunately, using one keymap per editor, besides not being something trivial like a bug fix, may not be ideal as it can cause confusion between editors.
The keymap change with "navigate while transforming" is intentional and not considered a bug.
I don't think the navigate feature is necessary in node editors, since we have border panning.
