Short description of error
when pressing the shortcut Ctrl + 3 it adds the subdivision modifier level to 3 but only to the viewport and not the render. There's almost no scenario when you would ever want to render in a lower subdivision level than what you see in the viewport. By default the shortcut should set the render level to the same as the viewport level.

There's many instances when after finishing an animation I have to go in and click every object and check the subdivision render levels because they are lower than the viewport's subdivision level. The benefit of having viewport and render subdivision levels is so you can render at a higher subdivision level without slowing down the viewport. There's no benefit to having the viewport be higher than the render level though.

Exact steps for others to reproduce the error
Select an object. Press Ctrl + 3 or Ctrl + 4. The Subdivision modifier will be set to a viewport level of 3 or 4 but the Render level will still be at 2.

Hi, thanks for the report. Yes, make sense to increase render levels along with viewport subdivisions.
In manual, it has been mentioned that "render levels" are excluded but reason to exclude them is unclear to me: https://docs.blender.org/manual/en/latest/modeling/modifiers/generate/subdivision_surface.html#keyboard-shortcuts

Adding a Subdivision Surface modifier in this fashion will not modify the Render subdivisions.

@nxo hi, no updates from UI devs so far. Fix is not that difficult, I'm waiting for some reasoning behind the current behavior (why render levels are skipped)
