Sequencer does not respect View layer animation of a scene strip #113606

Short description of error
Sequencer ignores keyframes of "Use for rendering" property for View layer inside the scene strips and respect only the state at the currently active frame in the related scene.

Exact steps for others to reproduce the error

  1. Move playhead to change Current Frame, Play Animation or Render Animation to see that output image does not change.
  2. Go to the "Layout" workspace or manualy change the Scene to see that all three View layers are animated and subsequently switch each other.

Description of .blend file
Scene named "VSE" has the scene strips that are linked copies of each other.
In the Scene named "Scene.001" Active frame is 1. Render region is set for lower third of the screen.
In the Scene named "Scene.002" Active frame is 2. Render region is set for middle third of the screen.
In the Scene named "Scene.003" Active frame is 3. Render region is set for upper third of the screen.
All three 3D scenes has the same linked Collections and the same View layers with Collections inculded accordyngly.
On frame 1 View layer "Collection 1" is active for each of the 3D Scenes.
On frame 2 View layer "Collection 2" is active for each of the 3D Scenes.
On frame 3 View layer "Collection 3" is active for each of the 3D Scenes.

Can confirm that rendering from VSE doesn't respect key-framed view_layer.use property. Rendering directly in each scene seems to be working correctly.
