Short description of error
Some months ago, a fix was done for selecting the hierarchies of multiple objects: https://projects.blender.org/blender/blender/commit/594dceda7f. But, while it was fixed for objects hierarchies, it wasn't for collections, where if you select multiple ones and click "select objects", it just selects the last one's.
Exact steps for others to reproduce the error
Select multiple Collections and then use the "select objects" operator.
Can confirm that. However technically collection doesn't have selected state. It's only present in the outline UI.
I think we need to implement a "select objects from multiple collections" operator to handle this.

@ChengduLittleA A patch has been under development for quite some time to select using double-click: #110151
It's still not merged, but maybe the operator for the right-click menu could be made following this.

Unfortunately PR has not been reviewed further :/
So fix will be in 4.1 and 3.6.x
