Unlike this similar issue with Cycles #114028 it seems EEVEE Next's displacement has been this way for a long time.

EEVEE Next displacement splits flat-shaded faces. Unlike the similar issue #114028, in EEVEE Next this happens even when every faces are flat-shaded.

Most likely caused by 89e3ba4e25. I'll leave this as-is, and not duplicate, since this affects a different Render Engine entirely so the fix might be different than #114028

@deadpin This is about EEVEE-Next. It's 4.1 and this feature is not even in the UI yet #113979.

This is a limitation per design and will be mentioned in the manual as a limitation.
EEVEE only has access to corner normals and therefore the normals must be smoothed for correct behavior.
