Hello , this is weird when I am rendering with Cycles and in render window click and drag Cycles render a lot faster !

I assume this is just because the UI is redrawn more often when panning the viewport.
(so samples change quicker, however, the gaps between redraws is also smaller)

Have you checked final rendertimes are actually faster?

Can you post render time when not touching the image editor and when moving the image constantly?
Also please upload .blend file. I can't reproduce here.

The render time was almost the same

Render time without moving screen : 1.17 min

It would help then if you could show us an example (video) where the final / complete rendertime is actually faster when panning the view (compared to no panning at all)
