Broken: (example: 2.80, edbf15d3c0, master, 2018-11-28, as found on the splash screen)
Worked: (newest version of Blender that worked as expected)

Short description of error
When the application launches the window does not appear, but in the task bar when you hover over the App Icon it shows a preview of the active app window. I opened a case previously in the support forum to no avail. Sorry I can not locate the issue number. I recently by fluke found how to get past the issue. If I move an active Application widow around and use it to cycle through the desktop screen selector I can find the active Application window and being it to the forefront. The alt-tab keys stroke that normally allows you to cycle application windows did not work in this regard.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

I tried this with a download installer from Blender and also tried the version from the Microsoft App store. Both yielded the same results. For the last 2 years if I wanted to use Blender I would ave to loaf up Linux.

This issue seems to have something to do with the App not associating with the active desktop window

Hi, thanks for the report. Don't think this is a blender issue, rather some system settings would cause this.
Does this happen for blender only? Do you've multi monitor setup?
