Short description of error
In EEVEE Next shadows casted by different object and the same light does not blend, make noticeable discontinuities.
The image above shows how crisper shadows casted by objects far from the light and softer shadows casted by objects close to the light do not blend. Soft shadows erase crisp shadows.

Can confirm.
It is still good with
Shadow Steps
= 1, but regresses with more steps.This is a limitation of the single layer shadow map. It is listed here #111809.
The documentation for the new shadow system is still to be written.
So should user adjust the scene or not use soft shadows to avoid this kind of situation? I think this kind of setup would be pretty common (flashlight for example).
We would like to reintroduce the jittered soft shadows with a per light switch, which would solve or mitigate this issue. However, given how slow the shadow rendering is, we want to speed it up first before adding this option.
