Blender Version
Broken: 4.0.2

Short Description
I was trying to change the keybinds of Pan and Rotate for my 3d View and found that I can no longer pan or rotate while using the Knife tool

Blank Reset on start up cube:
Middle Mouse pans both knife and global
Shift Mouse Rotates both

Test 1
3D View Global
Rotate View set to Mouse 5
Can rotate global on Mouse 5, knife rotates on Shift Middle

Test 2
3D View Global
Pan Set to Mouse 5
Can pan global on Mouse 5, can't pan on Knife using either Mouse 5 or Middle (Default)

Test 3
3D View Global
Pan & Rotate set to Mouse 4 & Mouse 5 respectively
Can pan and rotate on global, can't pan or rotate on knife

Steps to Reproduce

Open knife modal keymap in preferences
For panning, change key to any (alt rmb for example)
Panning is not possible when modal knife operation is running.

Hi, thanks for the report. Maybe due to some keymap conflicts. Do you have Mouse 4-5 assigned to other operators?
Launch blender from command line with --debug-events argument, keep console window and blender window side-by-side, perform navigation operation and see whether console prints event information with input keys.

I have no clue what blender is called for the purpose of CMD

You can set the environment variable for blender
or just open directory in command line where blender.exe is present. Then type blender.exe --debug-events

Thanks. BUTTON5MOUSE and BUTTON4MOUSE are indeed detected.
Guess you would need to tweak knife modal keymap (specifically key for "panning"): refer image

You see when I do that I completely lose all movement in the knife tool, I can't pan OR rotate.

Changing knife modal keymap should work in your case. Can you attach screenshot of new knife-modal keymap or send userprefs.blend file?

Also would be good to know the current behavior you are observing with new keymap changes.
