UI: Forcing Toggle outside of its layout bounds causes toggle to no longer represent the event box. #116057

Short description of error
When using layout.split() you can force a toggle to be outside of its split area's bounds. But the event box that detects the mouse is squished up against said boundary.

Exact steps for others to reproduce the error
Using the included blend file

  • Open up blend file
  • Run script in Text area
  • In Item tab in the side panel a new panel named Toggle Testing should appear with 2 toggles.
  • Set Resolution Scale in the Interface preferences to 2.0 and CTRL+Middle Mouse Click and drag up to increase the effect. You'll have to go to the left half or even all the way to the left edge of the toggle box actually to interact with it.
