Wayland: Window keeps resizing #116829

Broken: version: 4.0.2, branch: blender-v4.0-release, commit date: 2023-12-05 07:41, hash: 9be62e85b727
Worked: (newest version of Blender that worked as expected) Any builds before 4.0

Short description of error
If I'm using Blender and leave the screen to switch to another program, such as a slicer program for 3D printing, then come back to Blender the size will be out of sight on the right side. I have to keep clicking the Maximize on the top right over and over until it resizes to the actual maximum window. Otherwise, all the icons on the right side are not visible or accessible until I resize the window. But it will keep doing this over and over again.

Exact steps for others to reproduce the error
I don't know how to recreate it. All I know is that when I open the window to another program, then come back to Blender the screen will have been resized. It's not every taime but nearly.
I have modified the default startup file. I will include this file in case it helps.
