Selection to Cursor operator ignores global transforms when used on a bone that has a Child of Constraint active #117076

Short description of issue
The Selection to Cursor operator does not apply global transformations once there is a Child of Constraint active on the selected bone. It does not move the selected bone to where the cursor is in 3d space.

The blendfile included has a rig from AutoRigPro as well as a simplified setup to reproduce the error. The video file shows how to recreate the issue as well.

Steps to reproduce the issue

  1. Open the 4.1.ChildOfConstraint_CopyGlobalTransforms_Offset_Bug.blend file
  2. Select the AutoRigPro armature in the viewport named rig and go into pose mode
  3. go to the first frame, select the foot control and use the Cursor to Selected operator.
  4. Go to the last frame and use the Selection to Cursor operator.
    Repeat steps 2-4 using the Armature in the Simplified Rig collection.

I can confirm the 'Selection to cursor issue', but I cannot confirm this report as it does not follow the rules for confirmation. Please refer to the guidelines for confirmation found at: https://wiki.blender.org/wiki/Process/Bug_Reports/Triaging_Playbook#Multi-report.

Additionally, you reported an issue about the "Copy Global Transforms" addon, so it should have been reported in the blender-addons repository instead of the blender repository. The addon authors monitor and fix issues in that repository.

I would suggest reporting the issue through Preferences -> Add-on's -> Copy Global Transforms -> Report a Bug. This will automatically fill in a template and you can submit the report to the correct repository.

At first it looks like a duplicate of:
#91079: Bug when working with the Child Of constraint and the Selection to Cursor command

But I couldn't replicate the #91079. So I'm confirming this one.

Maybe related to:
#86233: 'Transformation' constraint property between two objects does not work if the "Target" object is being evaluated in "Local" space
