This also appears to be an issue in 3.0.
Worked: (newest version of Blender that worked as expected)

Short description of error
The online manual option is not working depending on how I am accessing it. If going from the top menu e.g View, Select, Add, Object in object mode then I am able to access documentation. If going from the right click shortcut menu to these options, nothing happens. This appears to be happening for all actions I have tried.

Exact steps for others to reproduce the error

Create a new default blender project.
In object mode, select the default cube.
Select the top Object menu, hover over Shade Smooth and right click to bring up the context menu.
Select the 'Online manual' option. Browser opens up to documentation.
Right click on the cube to bring up object menu, hover over Shade smooth and right click to bring up the context menu.
Select the 'Online manual' option. Nothing happens.

Thanks for the report. Can confirm. Seems to happen with any operator in context menu.

Exactly (this seems to happen with popups spawned from menus created via WM_OT_call_menu or e.g. popups spawned via WM_operator_props_dialog_popup).
Now it is just a matter to set the context right in this scenario (but needs good care to check this is also reset properly etc.).
