Operators for vertex groups (adding, removing, assigning, etc.) are handled in a generic way on the object level. Grease Pencil data blocks need to be integrated into these operator functions to support editing vertex groups.

OBJECT_OT_vertex_group_move

This seems to work already (if I understood correctly) apart from the assert/unreachable code in BKE_object_defgroup_array_get

Not sure if we need to call validate_drawing_vertex_groups in vgroup_do_remap after changing the vgroup order.

Order of groups in the drawings doesn't really matter, it just has to be consistent with the actual indices in the MDeformVert array. I don't think we need to update drawing groups when changing the order of groups in the GreasePencil.
