Add strips to the first channel.
Uncheck Limit View to Contents.
Use Ctrl + Middel Mouse to zoom vertically.
It'll zoom into the center of the Sequencer region, pushing the first channels out of the view.

For consideration: We have horizontal zoom, but no vertical zoom:

The ability to zoom vertically/enlarge channels vertically is an industry standard feature:

DVR: https://youtu.be/jSHTrGTJbqE?si=yQAZ4lio5TSiA5my&t=16 (Shift + Mousewheel)
Unity: To zoom vertically, hold Control (MacOS: Command) and move the scroll-wheel.

It appears to work as expected.
It depends on the mouse position.
The fact that it doesn't work like the "industry standard" doesn't make it a bug.
Did I misunderstand the problem?

Here it is expanding the channel in the vertical middle of the VSE region, unrelated to the mouse position:

It looks like you need to enable Zoom to Mouse Position in the preferences.
Go to Blender Preferences > Navigation > Zoom and enable Zoom to Mouse Position.
Perhaps this option could be enabled by default, but whatever it is, this is by design, and changes to this behavior are not addressed in bug reports (see https://wiki.blender.org/wiki/Reference/Not_a_bug).

Thanks for the report anyway.

I have been working with the VSE since 2005: https://blenderartists.org/t/pre-viz-3d-storyboard/336874 and this setting having an effect on the VSE is news to me. Sounds like it should be included as a default setting in the Video Editing workspace.
