System Information
Operating system: Linux-5.17.5-76051705-generic-x86_64-with-glibc2.35 64 Bits, X11 UI
Graphics card: NVIDIA GeForce RTX 3070/PCIe/SSE2 NVIDIA Corporation 4.6.0 NVIDIA 525.89.02

Blender Version
Broken: version: 4.0.2, branch: blender-v4.0-release, commit date: 2023-12-05 07:41, hash: 9be62e85b727
Worked: (newest version of Blender that worked as expected)

Short description of error
[I work on milimeters and create small minis for board games. I use 0,001 unit Scale in Blender for modeling and export files for 3d print.
Problem is in working when I enter default blender and add first object is totaly fine but when I change units scale of blender after I add first object with shift A then primitives are added in enormus scale and I need to scale them down manualy each time or set idividualy for every primitive scale in pop up menu on bottom screen . After that primitives are adding in scale that is visible and good for working . It is frustuating each time I need to remember to set blender default scale before I add first object and I cant set one scale for all ]
Great will be to be able to access this default scale off primitive adding. For example scale of primitives can be tide to floor grid scale. Will be fast and easy to change scale

Exact steps for others to reproduce the error
[ without bug - 1 open default blender, 2 change default units scale from 1.000 to 0,001, 3 add primitives - ( they are adding in correct size all of them.
With bug - 1 open blender , 2 add cube with shift A, 3 change default units scale from 1.000 to 0,001, 4 add primitive with shift A , result realy big primitives adding and can't change it with one setting for all primitives.]

[Based on the default startup or an attached .blend file (as simple as possible)]

Thank you for the report.
However, this issue has been reported before. See:
#116497: Inconsistent size of Added Objects when changing the overlay grid scale or unit scale

In that ticket @PratikPB2123 said:

This is not a bug but can be improved. When you add cube for second time, "size" property is already being initialized hence the new size won't be set here: https://projects.blender.org/blender/blender/src/branch/main/source/blender/windowmanager/intern/wm_operators.cc#L1020-L1023
So even when grid_scale is 1.0, size will be size = default_scale_value * 0.1 (grid_scale_old) * unit_scale_factor

Therefore, Blender reusing the initial scale value appears to be by design. But this can be improved.

I will merge reports. Please subscribe in #116497 if you want to see further updates

overlay grid scale has nothing to do with it. I checked multiple times that this is only with main blender scale.

They are related.
Anyway I edited the description in the other report to include "Unit Scale".
