Short description of error
I use Gnome with Wayland and a 4K monitor. In the system settings under display I use a scale of 150%. So my actual resolution is 2560x1440. When I open blender I get a window that fits within 2560x1440 but the OpenGL viewport is way too big (it seems to assume 3840x2160) and extends out to the right. The same happens if I open a blender sub window like preferences. The OpenGL viewport is bigger than the window.
Exact steps for others to reproduce the error
Use a display scale of 150% and open blender. Also try to open blender's preferences window.
It's more like a cosmetic issue because it corrects itself when you focus another window and then focus the blender window again (so I also can't make a screenshot) but maybe it's an easy fix? :)

I tried it with 4.1 now.
The OpenGL viewport seems to have the right size now. There seems to be something wrong with the window decorations though. I can't click any of the icons like for maximizing or closing the window. I also can't move the window. Actually this is worse because it doesn't correct itself.
With the Blender Preferences window everything is okay now!
I don't think #102999 is exactly the same problem.
EDIT:
This new problem is unrelated to Gnome display scale. It also happens with a scale of 100%. So the original bug I reported is fixed and this is a new one.
The issue of title-bar buttons being inaccessible has been fixed, see: #117583.
