Short description of error
Append a single object from a .blend file is importing the whole content from that other .blend file (in case of asset browser append; Blender ignore if the asset are marked or not, and brings everything in by default.).
Exact steps for others to reproduce the error
Add this .blend file to asset library and drag the asset to new file.
This also happens when adding by File>Append>Select File & Validate

EmptyBlend has nothing in it, FoldC contains only 3 suzanne heads. The 2 yellows are marked as assets, the blue one, not.
I have uploaded screenshots of what's happening when Appending, for me this happen on every blend file.
It seems to work when I create new collection in the file with assets and move objects into this collection. Right now it somehow adds scene collection that can not be removed.

I can add that, trying to delete the parent collection to where the imported main collection sits will crash blender.
So, I did the same as you, creating a new collection containing the 3 suzanne, then append with the asset browser. Upon importing a single suzanne (drag&drop), Blender still imports the whole collection (the newly created one, instead of the Main Scene Collection) BUT then on the next appends it function as it should; importing only a single suzanne at a time.
However, on other cases (other blend files) Blender still import multiple items even after the first append, like as there was some kind of obscure persistent links between the objects.

I wasn't able to reproduce this from scratch though. it may help to have steps, how to create .blend file, such that appended objects from it behave in this way.
I tested again with the most problematic file I have. It's from a paid gumroad file.
Found out that: The blend file downloaded as is (from Blender 3.x I assume, given the infos on the page) appends correctly. one by one as it should using the asset browser.
I then saved this file with my blender 4.0 and made the test (made another blend file & directory for it); now the multiple append problem occurs.
