EEVEE: Add support for light visibility to camera #119100

Cycles now has support for making light visible to the camera.

This is quite easy to support but it has a caveat: they must
not affect the lighting from screen space tracing. The light
shapes are transparent and additive, so it makes sense to
render them using the forward shading pipeline and sort them
just like other forward transparent objects.

Note that while we could support textured lights display,
we cannot support actual textured lighting from them.
So until this second part is worked on, we can just
display flat color shapes.

Thank you for the update! It's great to hear about the new support for making light visible to the camera in Cycles. Rendering them using the forward shading pipeline and sorting them as forward transparent objects seems like a solid approach. Looking forward to seeing how this feature progresses, even with the limitations regarding textured lighting.
