Extrude Along Normal does not move edges to the expected direction #119253

Short description of error
Extrude Edge Along Normals Tool does not work as expected, this is the result I get:
extude_along_normal_blender_not_working
This is the expected resulat:
extude_along_normal_blender_working

This is also how extrudes works in Maya, 3ds Max and all other 3d programs, this used to work fine in Blender as well.

Exact steps for others to reproduce the error
Use the Extrude Along Normal Tool on the selectde edges in the attached .blend file

I can confirm behavior but not sure if this is bug. Comparison with other software is not a reason.

Did this not used to work in Blender before? Seems like one of the most basic modeling tools that exists in all 3D modeling software.

Currently, you can kind of get a similar result in simple cases with Alt+S if two edge loops are almost overlapping, but it's a hack and gives a very bad result in anything mildly complex.

Although it has worked like this for a long time, it is actually not ideal.
What happens is that the normal of vertices connected to the face with zero area cannot be calculated. Thus a normal fallback is set for these normals. This fallback is the direction from the vertex to the origin of the mesh.

We could "workaround" the problem by setting the expected normals in the inset faces function.

I'm confirming the issue for now.
