Short description of error
Every time Blender updates I loose all my preferences, units, startup, addons, and bookmarked folders. It's like I never used Blender before.

Exact steps for others to reproduce the error
I don't do anything. I launch Blender from the shortcut and find it's a newer version and everything has been reset to factory default settings. As if it's the first time I've installed it and launched it.
I save my startup and preferences but they are removed when Blender updates.

I can not reproduce the issue here.

Are you sure you have clicked on Load 4.0 Settings when launching a new version of Blender the first time?

If that was the case, it's not really a bug in Blender.
You can still copy the userpref.blend in C:/Users/*USERNAME*/Roaming/Blender Foundation/Blender from one version to another.
