I could not reproduce this issue. My guess is that you have some sort of add-on that's doing something weird here. Can you try following these steps to see if this is the case:

  1. Select from the top of Blender File -> Defaults -> Load Factory Settings
  2. Go through the steps to reproduce the issue.

If this fixes your issue, then this means either:

  1. Your default .blend file has something weird going on it that's causing this issue. You can test this is the case by re-opening Blender, opening a .blend file created by someone else (there are many for download here https://www.blender.org/download/demo-files/), adding a cube and doing your test on it. If the issue persists, then:
  2. You probably have a add-on that's behaviour in a weird way. Try disabling your add-ons one by one until the issue has been resolved. If this doesn't result the issue, then:
  3. There's some other preference you've changed that you will probably need to figure out.

Please report back with what you find/learn.

Yes, Loading factory default has resolved the issue.

Not sure what caused it - I'll investigate plug ins, but this issue can be closed now.

Thanks.
