Small Stripes/Bars appear in rendered vertical video (FFmpeg Video) #120359

Broken: 4.1.0, 4.1.1RC
Worked: 3.6.9, 4.0.1, 4.0.2

Short description of error

When rendering animations in a vertical format (1080x1920) small stripes (1px thick and about 10px long) appear on the left side of the rendered Video. Those stripes are equally spaced and flicker a little bit.
See attached screenshot.
Stripes do not appear in horizontal videos (1920x1080), This appeared with blender v4.1.0 release.

It only appears with FFmpegVideo File format. I tried H.264 and VP9 Codecs, both show the problem.
The problem does not happen when Raw AVI or PNG file format is selected.

Exact steps for others to reproduce the error

I attached a small example file using VSE to just have black Background with some Text, which can be used to reproduce.
Just make sure to select "FFmpeg Video" as Output File format and render the animation.

Note: I just tried 4.2.0 Alpha, which did not show the issue for FFmpeg + H.264. I will do some more testing and report.

This is a duplicate of #120077 which has been fixed in 4.2 and will also be included in 4.1.1 if/when that releases.
