Short description of error

When Select Circle (from left side tool bar) is active, Loop Cut (from left side tool bar) doesn't work correctly.

Exact steps for others to reproduce the error
After testing, Tweak, Select Box, and Select Lasson work with Loop Cut Correctly.
Only Select Circle can't click and slide the loop cut.

Hi, thanks for the report. Loop cut-slide works here in 4.0 when "circle select" tool is active.
Did you enable circle select with hotkey c or from the toolbar? Can you share screen recording to demonstrate what exactly is not working?

Looks like select circle tool works just fine with loop cut slide here... From the wording of your description I'm assuming you are using the select circle tool from the tool bar.

Video here. My keymap preset is Industry Compatible.
Only Select Circle Tool can't click and drag the loop by LEFTMOUSE.
Select Box or Select Lasso can click and dragy by LEFTMOUSE

Can confirm.

Looks like it's not relevant to the keymap. In blender keymap using select circle tool + loopcut slide tool won't work either.

@ideasman42 km_3d_view_tool_edit_mesh_offset_edge_loop_cut Looks like the key for loopcut tool only takes mouse button press as input, could this be conflicting to km_3d_view_tool_select_circle where it seems to have a fallback option?
