Update: Remove the option altogether and instead download packages to the temporary folder (still clean the successful installed ones).

The current name (Local Cache) is a bit confusing.

A proposal is to call it:
"Clean Files After Install"
Tooltip: "Downloaded package files are deleted after installation"

Also, since this can lead to taking up space on disk, it shouldn't be on by default.

Finally, we could list the current size of the cache folder, and give the option to purge all files.

All that said, the code says that this is related to an yet to be integrated package manager component. Maybe we should just remove this altogether and bring it back once it is integrated.

I implemented most of this already, pending (for @ideasman42 :) is:

Rename the RNA property to match its UI name.
Make it True by default.
Doversion.
