Update: I want to work a bit more on this solution. It may be better to move this option to the place users first go to install extensions. (either when they first drop an extension, or when they first go to user preferences > extensions).

Expose the extensions.blender.org "Check for Updates on Startup" when first running (a new) Blender.

This option is actually setting the "Check for Updates on Startup" option for the extensions.blender.org #120613 (the only repository available when we create a new setting from scratch).

The main idea is to show it on the "Create New Preferences" section:

I think this option is important enough (since it is tied to Internet access) that exceptionally for 4.2 we could also show it when people try to Import 4.1 preferences.

Option A - duplicate the property:

Option B - show it under "new settings" (new properties?)
