Short description of error

In the manual of
bpy sequencer, it only describes the arguments of split(). It would be nice if you could mention the return value of the split operation, which seems to be the newly created strip, if the split function was successful.

Hi there! This is an operator call, which the return value would only be status values like FINISHED or CANCELLED etc, this is just how the operators are designed. If you need to know if the operation succeeded or not, you could compare the list of strips from before and after the operation, and any new strips created afterwards indicating split success.

if you want to split a single strip and have it return a new strip that's created, use your_scene.sequence_editor.sequences['your_strip_id'].split(split_at_frame,'HARD') and if it's split then it will return you a new strip.
