Short description of error
In EEVEE next if Face Orientation overlay is enabled every object gets red outline around them. No matter zoom level or clip start in viewport camera. Only difference is when I set clip start to lowest red outline gets bigger. Sometimes outline is also twitching even when camera isn't moving.

Second one shows Clip Start at lowest. At that point zoom level actually affects red outline and it becomes bigger, but if it's not set to 0.001 zoom level doesn't have effect.

To reproduce just switch to rendered view or material preview I guess? But I guess it might only be happening to my GPU

The long term plan to fix this is just to not render overlay for each samples and have the overlay engine render its own prepass for objects that really needs it.

But I am also wondering if for this particular overlay we cannot make the situation a bit better already by writting to depth and using some depth offset in the overlay itself.
