Short description of error
Changing the active Grease Pencil Layer by clicking on a channel in the Dope Sheet Editor no longer updates the viewport overlay. This is especially notable with the 'Fade Inactive Layers' overlay enabled (View3DOverlay.use_gpencil_fade_layers).

According to the Python Console the active layer is in fact being updated, but the overlay does not reflect this. Occurs in both the Dope Sheet and Grease Pencil contexts. Changing the active Layer by clicking in the Properties Editor works as expected.

Exact steps for others to reproduce the error
In 4.2 and 4.3: Add Grease Pencil Suzanne -> ensure 'Fade Inactive Layers' overlay is enabled in the 3D View -> open a Dope Sheet Editor -> click each Layer channel in Dope Sheet
In 4.2, the inactive layer fades on each click in the Dope Sheet. In 4.3, clicking in the Dope Sheet does not update the overlay.
