Complicated interface resizing issues: messing up with the resizing succeeds, r26878 #21144

%%%1. open up blender file, with the default layout
2. load factory settings [file - load factory settings, not ctrl-n], to be safe
3. get rid of the timeline, by dragging the 3d-view bottom left resizer down,
4. make properties area as narrow as possible, by dragging the separator between 3d-view and properties to the right (see blender-resize-step4.png)
5. resize window, observing the properties window disappearing completely (see blender-resize-step5.png)
6. resize window to the smallest possible. resize back, obsever strangest weirdnesses in the panel placement, see blender-resize-step6.png .

%%%I think its the same thing that I have discovered quite a while ago (#19550 and #19720): you can have the same effect quicker if you just start resizing the blender window to smallest possible/largest possible a couple of times in a row, without releasing the mouse button. Just do some full strokes and you end up having the same mess ;)%%%

Confirmed: the proportions are not conserved when the blender windows is scaled down (the rightmost properties windows diseappears), and scaling it up anew mess everything
