Short description of error
After rotating with hotkey r, the Orientation setting of the last operator is not "Screen" but the screen angle got used. Instead the last executed operator panel states wrongly that the transformation orientation setting from the 3D View window got used.

Exact steps for others to reproduce the error
Step 1: In the 3D View chagne the Transformation Orientation setting to "Local"
Step 2: Select an object
Step 3: Press "r" once to rotate the object around the screen angle (without any constaints)
Step 4: Look at the last executed operator settings displayed in the Object Tools side bar. It states that the orientation "Local" got used for the rotation.It should be "Screen" instead.

The orientation option only makes sense when you have selected one of the X/Y/Z axes to constrain to. I don't know if a Screen orientation would be added for this, but the orientation option should not show when there are no constraint axes chosen at least.

We have a design task about this so will merge it in with that.
