Key Configuration Export / Import doesn't save / load (de)activate states #38315

Broken: 2.69 Release, 2.69.9 4503f82

Short description of error

Key Configuration Export / Import operations are not using
(de)activate states of key configuration items.

So, if I added the shortcut key of "1","2","3" as vertex / edge / face selection and disabled "1","2","3" for layer selection,
and exported, and Load Factory Setting, then import the key configuraton,
disabled states are not restored,
So I have to do manually disable the layer selection items.

Exact steps for others to reproduce the error

  • Select Input Tab in User Preferences window
  • Set some item state to activate, and some other one to deactivate by clicking check boxes
  • Export key configuration
  • Flip the activate states
  • Import the key configuration
  • Nothing changes

I tested with 418aafd.
This works when current is active and import configuration to change into deactive.
Though it's not working when current is deactive and import to change into active.

Another problem.

  • Export configuration with some items deactivated.
  • Load Factory Settings.
  • Import the configuration.
  • Now active states are not same as default, but no "Restore" button.
  • If I flip the state, "Restore" button appear.

It's not supposed to have any influence then. There's two levels of key configuration here, the keymap that you have selected (Blender, Maya, something custom), and then changes on top of that. Importing the keymap only changes the first level, the change on top of that to deactivate some items will stay the same.
